Implements cfn-init CloudFormation functionality

OPTIONS

-s, --stack

A Heat stack name

-r, --resource

A Heat logical resource ID

--access-key

A Keystone access key

--secret-key

A Keystone secret key

--region

Openstack region

-c, --configsets

An optional list of configSets (default: default)
